The Central University of Bihar will have its main campus in Gaya. The Ministry of Human Resource Development Ministry was in tussle with the state government over the location of the university.

The university, one of the 14 such announced in early 2009 and established under the Central Universities Act, 2009, , currently operates out of a temporary campus in Birla Institute of Technology Patna and is struggling for space.

According to sources, Chief Minister Nitish Kumar was insisting that the university should come up in Motihari, his constituency. The HRD Ministry had been adamant on not shifting the university to Motihari.

The university is headed by its founding Vice-chancellor is Janak Pandey.
